The other school - Ascencia, we're not even sure where it's domiciled--are we? We can be sure, however, that its degrees are not State-recognized. Ergo the degrees, NOT awarded by a State-recognized University, cannot be termed propios. It's not an ENEB / Universidad Isabel 1 situation. By reason of the two schools signatory to the diplomas, the degree is neither a propio, nor State-recognized.
