When schools go out of business, usually another school is assigned to handle transcripts for the former students. There should be a way for your friend to get a proper transcript, and that is what should be used for the Bar.

As far as alternate credits go, it's pretty easy to enroll at TESU in a bachelor's program, then you have a year to send in ACE and other credits and get them on a transcript. It will cost them the application fee of $50, and the cost of a 1cr TECEP. ($52). They don't have to actually TAKE the TECEP, just sign up for it. If you need additional time, you can sign up for a TECEP again near the end of that year. There's an Individual Learning Account at $412 for that same purpose, but it doesn't give you any benefits over just enrolling.
