The out-of-state school does not charge 3x the tuition of an in-state school. Out-of-state schools charge what it costs to go there. Instead, in-state schools give you a huge discount, based on the fact that you (or your parents) are taxpayers in the state and are helping to fund in-state schools with their tax dollars - so you're not paying full price.
If you decide to go out-of-state, to a school you can't afford, and take out debt for it, that's just ridiculous. And I'm not sure why taxpayers should be footing the bill for $10 to $20k of that, since it's a decision you made.
