You can't earn more than a basic certificate for completing a course in 8 weeks. There are a few on here who completed their UMPI degree in 8 weeks at UMPI but this is extremely rare.
I think the purpose of the bill is to allow students to receive grants for quick job training programs. That's probably why they excluded online. One can become a CNA or EMT in eight weeks. I think schools have also been creating short construction and manufacturing programs. There's not much you can learn online in eight weeks that will lead to a job.
I'm thinking some sort of IT Bootcamp, and those would certainly be online.
