Unfortunately, you can't do WGU. You need to be residing in the USA. They might take you if you were in Canada (very limited acceptance of Canadians), but they generally don't allow international students at all.

Another thing to consider would be to apply to UMPI for a Liberal Studies Bachelor's degree. Since you already have a foreign Bachelor's degree, your GEC requirements would be waived. Pick up some fast/easy Sophia credits before enrollment so that you have your electives covered. Spend one term doing the easiest-for-you classes (10 of them) for the 30 credits needed to graduate. You would have at least a 3.0 GPA due to how the YourPace program works. Use that to continue on to the MAOL.
