No, TESU is very, VERY strict on that point. They want students to be 20 when you enroll, but you can enroll at 18 with a waiver.
Some schools will be happy to let you study as a non-degree-seeking student, categorizing you as dual-enrollment. Actually being allowed to become degree seeking and graduate is another matter entirely.
