They do have individual testing. I took a Russian test a few years ago and I remember it being less than $100 total for reading, writing, listening, and speaking with remote proctoring. I only asked about Russian but they mentioned having a number of other languages. I know my university was testing for Arabic, Chinese, French, German, Italian, Japanese, Korean, Russian, and Spanish before the pandemic which is how I even found out about them.
