It seems that it's not possible to self-enroll in a course if it's not approved for your Sophia account affiliation. Right now my Sophia account is linked to Strayer, which doesn't have web dev. I have tried manually getting to the enrollment page on the Strayer subdomain by altering the url, but I receive a permission denied error message. I'm going to contact support and ask to be enrolled in some of these other courses.
