This gets tricky it seems. Can you validate a hypothetical for me? I'm registered, haven't taken classes at TESU yet, xfered in ~60 credits towards BSBA CIS. 
I'm under the impression I have to take SOS110. If that's the only class I take at TESU for the year, my fee breakdown would be; 

- 1524.00 (3 unitsx508.00 out of state per credit fee) for SOS 110 at TESU 
- 2800.00 (per 12 months) Credit Hour Residency Waiver Fee
- 300.00 Graduation fee

I'll have to pay the Credit Hour Residency Waiver Fee for each year I take courses, along with an additional course or TECEP to keep enrolled. So, if I only take 1 TECEP/class per year at TESU, I have to pay 4324.00 per year (without taking into account courses I take to transfer in). Is there a more cost effective way to do this? Thanks for any feedback.

Why $2800 per year? I thought it is a flat fee to pay only once in lieu of 16 credits regardless of how long it takes? Did I misunderstand?

You only pay once. Usually, you pay it when you graduate. But you are allowed to pay it earlier. If were to pay it now, then it would last one year. So if you didn't graduate in one year of paying it then you have to pay it again. This why I highly recommend not paying it until you are graduating.
