I think the law has been that parents can issue a HS diploma for many years there (it was legalized in 1982, but wasn't illegal before that). I think colleges maybe were behind the times, or maybe parents don't always know how to issue diplomas with transcripts. But a public university cannot make you get a GED if you have a high school diploma. And they can't make you get one from a "real school" like Penn Foster.
