Each DSST is different, each 400 could mean anything from 38% correct on the exam (Fundamentals of College Algebra) up to 67% correct on the exam (Principles of Public Speaking). All this does is gauge the "knowledge" the test taker has in relation to the % needed to pass for the exam, along with the test takers (median). It's hard to explain, yes, your school is setting the bar too low.
A 300 for Fundamentals of College Algebra would be 30% correct on the exam, I would really laugh out loud, that could mean a person who failed high school math, would pass this exam. Similarly, a 300 on Principles of Public Speaking would mean they may have got 50% correct on the exam - that in my eyes should be alright, as it has reached the 50% of knowledge.

It explains the % correct to pass for each of the courses, so a 400 would mean anything above that % - some are relatively easy compared to the others if the test taker is very knowledgeable in that subject/topic.
