modern states courses and Saylor tests or study.com?

Excellent choice with CSM. You can take as much or as little time as you need for that course and it's pretty cheap. I also recommend checking out the free courses from Sophia, the institutes and possibly TEEX:

Since you mentioned modernstates and money being a factor, I recommend you try modernstates before study.com. You can use modernstates to study for your CLEPs, use some other free/cheap materials to supplement your studies then get a free voucher for a CLEP from modernstates to take the Clep for free. If you fail it or at any point decide it's not for you, you can always switch to study.com, straighterline or any other provider without being out much, if any, money. 

You can also always try Saylor and OD for free. They're both completely free except for the test proctor fees so if at any point you decide you don't like those platforms, you can always switch.
