not the same -- minors require upper level credits  
but an associates would be all lower level

as for telling people, yes, there are some combinations where you're applying for a particular job and you'd definitely want to tell about your minor

major in computer science
minor in finance 

major in biology 
minor in computer science 

major in elementary education 
minor in art (or spanish)
