It said on my eval that I could use TECEP's for residency, and then later I think there was a cutoff date for additional TECEP's counting (so whatever you took prior to that cutoff date counted for residency).
BUT, since the catalog actually says you can use TECEP's for residency (assuming you're in that catalog), then you should be able to fight their cutoff date. It's what I would do.
