Modern States will always be free, so worst-case is you take the exam and have to pay $85 for 3 credits. I started with zero credits and used CLEP to fill my AA at TESU in 6 months, so I think it's very fast. Still, the ACE and NCCRS providers weren't really options for me like they are now, but unless you're using Saylor or OnlineDegree, you're going to spend at least $85 or more - so CLEP is still very very affordable even if the voucher program closes. (throw in a few 6 credit CLEPs and you're killing it)
