The message ISKBizz15 received from Shmoop directly states that they are offering proctoring as optional now:
"we now offer the option to complete your Shmoop College Plus courses' Final Exams either proctored or unproctored."

We know Shmoop added proctoring as a reaction to tesu not accepting them anymore. However tesu still doesn't accept Shmoop, so basically the price of using Shmoop increased with no added benefit to people whose schools already accepted Shmoop with no proctoring. Obviously Shmoop lost business from TESU students, but they may have also seen lost business from people who didn't want to pay extra and unnecessary fees for their classes. It looks like they're trying to win those customers back now.
Yep, and we'll be some of the people returning to Shmoop because of this. There are tons of colleges which accept ACE credit, and they were already approved courses without the proctoring. Instead of focusing on the loss of TESU, they should have just spent the effort making connections with other colleges for equivalency. Glad to see that the original option is available again.

Since COSC and Excelsior accepted Shmoop without proctoring, can we assume that this is still the case?
I would assume nothing. I would contact cosc, excelsior and Shmoop directly to confirm that it will work.
