Residency waiver for certificates

TESU registrar said I would have to pay another residency waiver just to get a undergrad certificate or two. 

I'm not sure if this is accurate. Anyone hear differently from them?

I paid my first residency waiver in Feb.

I wanted to get the certificates soon, paying a graduation fee just for them, and take more time on my next undergrad degree.
