Here's where I think the confusion is coming from: when you work through the lessons, you "learn" concepts. When you get them right on a Knowledge Check, you "master" them. You really do only need 70%, but you need 70% mastered, not just 70% learned.
I think how high a percentage you can gain during a knowledge check probably depends on the course. If there are more topics, total, then 20 new topics is a lower percentage of the overall course. But according to my report, I gained 16%, 17%, 16%, 11%, and 2% (because I forced a KC to get the last little bit I needed) on my Knowledge Checks, so you definitely don't max out at 2%.
That circle in the center of the pie that shows how many topics you've learned...if you click on it, it will switch over to a percentage. (It took me 2 months to figure that out.) I just finished Intro to Stats this week with 71% and it's been approved, so that information is current.
