If it's a built-in camera, they want you to have a mirror, so they can see the corners of your screen. It's not only about the room, but also the screen.

Remote Proctor doesn't require that. Just the room scan. However, ProctorU asks for that and other stuff.

and ProctorU often prefers you use your cell phone on selfie-mode instead of a mirror.  There is absolutely no reason not to use the webcam built into a working laptop.
