i'm no expert, but since you'd be applying it toward a lower degree and not duplicating a conferral at WGU, i think you'd be fine. If you were using those same credits to get an additional bachelor's is where you'd likely run into trouble. What your doing sounds fine.

I don't see a reason to tell WGU. Once you're enrolled, nothing you do outside of WGU matters anyway. It won't help you at WGU.
