First, why would you dissuade her from that goal? Second, have you checked to make sure that a BA in Child Development will lead to a teaching credential? I didn't think that it necessarily did, but I could be wrong - I think it depends on the state.
I would encourage her to look at some different programs (WGU is one, depending on your state) where she can actually complete her BA and get her teaching credential.
Nothing to lose in doing the research.
