Congrats to her for getting all of that accomplished at a young age.
As stated above, Charter Oak will let you enroll at 16 with no issues. This is their official policy, and a waiver is not needed. I know of one person who tried to get a waiver for younger than 16 and was not successful. If she chose COSC, she could keep working on getting her credits done and then register at 16 to take the cornerstone and capstone.
I have heard of many that have received an age waiver at TESU. I would think she could keep acquiring credits and try again when she is closer to finishing.
