Let me start by congratulating your daughter on the great success with CLEP. 60 credits at her age is a really special accomplishment. The suggestion for her to continue acquiring credits would be my suggestion as well. Minus the Strategic Business course for the BSBA, she could secure 117 (57 more for her) credits prior to even enrolling. Unless there was a specific interest in obtaining a high GPA with TESU, this approach is the fastest and best cost value option. You daughter has a high interest to graduate and the start with TESU won't slow her down at all with that goal.
When reapplying, I would encourage you to include as much detail as possible when submitting your request. Have your daughter share her prior experience through CLEP and game plan for the remaining credits. In addition, I would also include some passion on why she has her heart set for TESU.
