Much better reasons include babysitting, disability, test anxiety, living outside of the continental US, etc. Not taking tests will cost you a lot of time and money.
When there are other options available, choosing not to take tests is perfectly reasonable. No one has to give more info than that - they can simply say "I choose not to take DSST's if I don't have to due to distance" and that's enough.
I personally would much rather just do things from home, at the time of my choosing. No one has to agree with me; I just get to make that choice.
