Where can she take UL management course at a very low cost?

There is a basic business degree plan for COSC here. I definitely suggest looking at this page, it has a lot of information on it and a chart of requirements and things that fill them near the bottom: COSC Degree Plans - Degree Forum Wiki

As far as cheap upper level business courses, I'd look in the following places:
1. DSST exams in the business subject area flagged UL: Exam Fact Sheets | DSST | Get College Credit
2. TECEPs in the business and management area that are 300/400 id courses: Thomas Edison State College: All TECEPÂ Tests
