Can someone tell me if the management CLEP is for UL classes? I am trying to decide if going through Saylor might be the best way or not. I need opinions.
I'm not sure if my child has any UL classes. She has taken her classes through SL, ALEKS, CLEP and World Views was through College Plus.
I need to know if she can still use all the classes she has taken will be accepted to COSC for business? She's hoping to enroll in COSC for the spring semester.

Where can she take UL management course at a very low cost?

She will be taking TEEX & FEMA classes after the management.

CLEP is always lower level. I don't think there's any upper level credits listed, sorry.

Do you think they will accept all of her credits so far?

They indicate Ul or LL for most exams here: https://www.charteroak.edu/current/academics/earningcredits/exam/exams-master-list.pdf

They will likely use ACE or NCCRS recommendation for the others like Saylor and SL

I would look at TECEPS and DSST for UL cbe.

You will likely need a 4 year school with 300-400 level classes for UL. I used CSU-Pueblo for most of mine, mainly because they worked with me and COSC on financial aid (consortium agreement). Schedule of Courses > Division of Extended Studies > Colorado State University-Pueblo

Cheaper still is University of Idaho IS, but there aren't many business courses Business Law-Independent Study in Idaho-University of Idaho

All of my SL classes were lower level. Even if the equivalent course at COSC showed as a 300 or 400 level class they strictly follow ACE recommendations.

There is a basic business degree plan for COSC here. I definitely suggest looking at this page, it has a lot of information on it and a chart of requirements and things that fill them near the bottom: COSC Degree Plans - Degree Forum Wiki

As far as cheap upper level business courses, I'd look in the following places:
1. DSST exams in the business subject area flagged UL: Exam Fact Sheets | DSST | Get College Credit
2. TECEPs in the business and management area that are 300/400 id courses: Thomas Edison State College: All TECEP® Tests
3. Excelsior business subject exams (you have to click each to see if its upper or lower): Excelsior College | 1. Choose Your Exam

There are also some Penn Foster business courses that are ACE approved for upper level. Check out the Penn Foster courses on the ACE website.
