I would prefer if #1 was AVOID DEBT COMPLETELY. Undergrad debt is unnecessary and is to be avoided.
You have a few good points like 5,6,7,12,
#13 isn't really true, in fact while most colleges accept ACE, they generally intend that for military. I suspect the vast majority of schools will NOT take SL or Propero even if offered on an ACE transcript. These are still good tools at places like the Big 3 and SL affiliated schools...but they are the exception not the rule.
#16 A "for profit" can offer low rates, a "non profit" can offer higher rates. Tax status may work as an indicator, but I wouldn't exclude either if shopping for a deal.
