I eliminated Angelo State because the tuition is considerably higher than $250 (in the 600's if I remember)- with a fee on top of the regular tuition for distance learning. Requiring a scholarship above TA is a disqualifier for my list.
Why? Because a scholarship would be required for the duration, not just once. If a college decided to pull the plug on these scholarships, or didn't renew for some reason, the soldier would have to dip into GI Bill money- which is also disqualifier.
Too many variables, I wanted only solid options that would work for everyone in any situation.
