It greatly varies by school. One of the largest community colleges in the nation has a policy that the school libraries will not loan copies of any books used in courses at the school. They might have a copy on short term (1-2 hour) reserve that can't be checked out. I asked to check out a certain textbook and the librarian gave me a lecture that I had no business being in school if I couldn't afford to buy a textbook.
City or county libraries may be able to do an interlibrary loan. While that may not work for a long semester, the length of loan might be adequate for a miniterm.
