AngelaP, I'm not trying to be snarky, but read the Constitution. Even with the amendments, it isn't that long. At one point, I attended a paralegal school. The instructor, who had graduated from a top-tier law school, said that there wasn't anything in the Constitution about income tax. Hmmm, I thought. They taxed income during the Civil War. There was some sort of (?chief?) justice on the Supreme Court who always shot down the consitutionality of income tax when it reached the Court. He died. An amendement was passed. It would have had to be post-Civil War. Sure 'nuf, I found it and pointed it out to the instructor. Now, I'd bet good money that all lawyers have to take a Constitutional law course. Somehow, he managed to take the course without reading (or rememebering) the Sixteenth Amendment. It was amazing. He didn't say anything.
