I've been a victim of the mentality of trying to educate myself out of circumstances, it is a reliable path for many...but only if your determined to do all the other things that will make you a success. Like working hard, displaying some passion, and networking. As second bachelors (except in rare cases like engineering) is unlikely to do anything for her. In fact I would argue that it may be detrimental in that employers will wonder why she migrates from interest to interest and can't select a course. I'm not at all convinced any education will improve her circumstance...but for sure not a sideways move that holds no clearer path to success than the degree she already has. A Masters at some point....maybe....maybe....a cheap MBA might be the best course for someone who "tolerates" HR, at least it wouldn't dig too deep a hole.
Taking on debt without a clear plan only marries her to a job she doesn't love so she can service more debt...no way to live.
