Excelsior should be completely out of the question because they will require that the FEMA credits be transcribed by FCC at $79 per credit hour.
If you want a CJ degree, you're going to have to take a lot of expensive courses at any of the Big 3. COSC and Excelsior will follow the ACE recommendations for Penn Foster and Propero courses. If they're evaluated as LL, that is how they will be transcribed. I thought MDCP came with in-state rates. Excelsior has two enrollment options. The $395 option will require 12 credits in residence at $465 each (after July 1st). I think it's 6 credits for active duty, guard, and reserves with a $130 discount until June 30th. The enrollment fee under the multisource option is $1,065 or $740 for military. You still have to take the 3-credit capstone and possibly the 1-credit information literacy course at $465 per credit hour.
Honestly, you're kind of far away from a BSBA, so the TECEPs would not be a waste. If you chose to do social science, you would still have a lot of room for TECEPs.
For active duty, guard, and reserve, the cornerstone and capstone at COSC will be $1,500. They will waive the semester fee. That sounds like a much better deal than Excelsior.
