Devry is just about everywhere, and they don't charge a testing fee. However, the location in San Antonio is a PIA to deal with. I just pay the $20 fee at Wayland Baptist University. My backup place is Our Lady of the Lake University which also charges $20. I haven't found any other school that offers regular testing to non-students in my area.
