I contacted College Board and received the following as part of their response:
"After the first of the year, all of our test centers will be required to only accept a registration ticket from each test taker. This registration ticket can only be obtained by registering on My Account. If you prefer to wait until after the first of the year to have your student test, we are in the midst of developing an alternate way for students under 13 years of age to take a CLEP exam at any test center. Once that alternate registration process is in place, we can contact you with specific directions."
So no specifics as to when or how the under 13's will register but eventually they will have a way for them to register and test.
