I concur with other posters; you do not need to register with the college board. It all depends on how the testing center runs. In NYC where I am based, I found a place where there was no preregistration required. I literally walked in on a random day and decided to test. I even passed one CLEP, went and ate lunch in the area, then decided return and take a crack at another one in the afternoon. I'd say for anyone in the future, get a list of testing centers from the website but call them all yourself and see how they do things.
