OP, my suggestion for your daughter's second ID would be a school photo ID. She should have one if she attends a public school. If she is homeschooled I have heard that it is fairly easy to create one (I have homeschooling families come in to my test center regularly). Another option would be to print off the CLEP Student ID form (http://media.collegeboard.com/digitalSer...D_Form.pdf). Make sure to follow the directions and she should be able to use this form for a year.
