You register for the exam, show up, and take it. You don't bring up your age or ask permission. People who go through life asking permission all the time hear no a lot. You just act like you should be there. If you aren't old enough to drive, that could present a problem. You need to show a photo id that they consider acceptable. A passport is acceptable.
