I would really like to get this degree so that I will show that I actually used my FEMA credits towards something and I did not just use them for freebies. It would allow my transcript and my resume to be more complete. If I can get this second associates degree my plan is to graduate with it and my BSBA together.
Any info on how this process works would be greatly appreciated.

When did you earn your current FEMA credits? For the AAS ES&ST the NEW credits have to be in the Area of Study. The free electives will populate with stuff you already have. So as long as you have taken new approved FEMA AFTER conferral of the current ASBA you will be fine. The issue is that you have to know what courses besides FEMAs will fit in the area of study. So far we know approved FEMAs, business law, AOJ 102, ENS201, ENS314 and if memory serves AOJ 101. (Do a quick search on the board, I posted my list as did Storyteller and Elinor.) You can also call/email TESC to ask exactly which coures would apply.
