HLC accredited DBA for 12550$ including a hot specialization.
Is this the cheapest fully accredited online DBA in the UK/US sphere or is there a catch I am missing?

Something is off here. The DBA comes from Walsh, the only part from UT is a postgrad certificate. The breakdown mentions three separate certificates with two out of the three coming from Walsh.
Looking at the Walsh accreditations page, ACBSP do not accredit the DBA (see https://www.acbspsearch.org/Home/Details...d=Inst2221). ACBSP is already a lower-tier programmatic accreditation than AACSB, but the DBA does not even have that and their programmatic accreditation is limited to certain programs at the bachelor and master level.
Looking at the HLC page for Walsh, something appears to be even weirder. They have one approved doctoral program ( https://www.hlcommission.org/component/d...nstid=1371). On the Walsh website, however, there are multiple listed (see https://walshcollege.edu/walsh-doctoral-...-programs/). DBA with two concentrations, PhD in technology with three concentrations, and a PhD in organisational leadership.
Not sure exactly what is going on, and not about to point fingers, but for me this is setting off spidey sense notions of something not adding up.

This appears to be similar to Upgrad where the very low tuition rates are not available to Americans. Walsh's normal doctoral tuition is $1,038. Some of the content from the OP's link is showing as unavailable to me in my region. I'm in the United States.

I was accepted into a program with a diploma from ENEB. I am from Ukraine. The tuition fee is $12,500, and I even managed to negotiate a $500 discount. It was surprising that the university is American, but all the calls were from people with an Indian accent. They require a quick deposit of $1,000, with the rest to be paid during the studies. This is alarming.
Is Great Learning a reputable organization? Is it trustworthy?
They promised to issue a graduate certificate in AI from the University of Texas after the first year of study, a master's degree in AI from Walsh College after the second year, and a DBA after three years. However, all diplomas will only be sent to You after the completion of the entire three-year program.
And there is a question about accreditation. Does Walsh College really have regional accreditation? I am interested in this program only for the sake of the US-accredited DBA diploma.
A European degree can be obtained much cheaper. But will it have the same weight in the US labor market?

I can't answer your question, but which comparable European degree (DBA) would be much cheaper? I haven't found any under 12k

For example, high education in Germany, Finland, Ireland, Ukraine, and some other countries is free. I mean education is free in state universities.
In a private for-profit university, it will cost $500-1000 per year in Ukraine, $800-2000 in Poland, etc.
