Hello! I am looking for a relatively easy masters program in Texas. The reason the university must be in Texas is I adopted my daughters from foster care in Texas and the state has a program that state tuition is waived. They will have a bachelor in Organizational Leadership from Texas A & M Commerce.

Is the waiver only for state colleges and universities? e.g., TAMUC yes, Amberton no.
Tell us something about her preferences or dis-preferences in academic subjects and career paths. What's relatively easy will be different for different people, and interest and motivation are key.

Also include information about the student, approximate age, current education, career goals, etc... I'm assuming we're talking about your daughters as the students? Or is the discount for yourself?

In addition to the above, you're really missing more details so people can help you better. It's great to get the ball rolling for now by initiating the 'chat', your homework for today is to review what has been provided and for you to give a better overall scenario, by filling in the addendum/template so we know the overall scenario the student is in.

Oh, WGU is state affiliated and state endorsed, would that work? If so, the degree I mentioned in the link was WGU MSML or the MBA option.
