I think in ca you can do any teaching credential and add the Bilingual Authorization
WGU might be the cheapest and fastest.

WGU doesn't accept international students from outside U.S. unfortunately. I want to do a Master of Arts in Teaching French or Spanish, I've found a couple for 16k and they lead to recommendation for state certification, but the issue is that they require an internship student teaching in a public school and I can't do that since I'm not in the U.S.

It requires completion of 20 hours ($470 per hour) at CSU-P and then allows you to complete the remaining 18 hours in a concentration area at CSU-P or from among transfer partners.

This degree doesn’t lead to certification, but since you don’t have access to a US classroom, that doesn’t seem like it is going to be possible for you from a US school.
The 3rd party courses are self-paced, so pretty close to a competency based model. CSU-P courses aren’t self-paced, but they have 7 start dates per year and the courses are short, so you could probably get through them pretty quickly.
Seems like you could do an MEd with concentration in French from an accredited state university in around a year for around $14,000

You could get a general Master's of Education, then add on the French separately somehow, like through a language test or Bachelor's in French, depending on the rules for where you live. A University of the People Master's in Education is only around $5000 USD and leads to public school teacher licensure in many US states now, as DEAC accreditation and candidacy for regional accreditation both make it possible to get a state teaching license these days and many states have a license reciprocity allowance..

Hey, while I do not know of any specific school names, I suddenly realized you could just do a totally normal (fully acreditted etc) online school based in France or a French-speaking African country. That would be a good place to start looking. I hear the African schools are cheap even if you're not a citizen, France may be another matter if you don't have European citizenship.
