That page says it's 100% online. I'd imagine applicants would need to be HI residents if it's fully funded by HI - it's not an admission requirement though, which I find strange.

What level of degree would this be considered. It very clearly omits the Dr. part of being a school Psychologist. It is not mentioning a PHD but is clearly above Masters as the Masters is required for admissions. To me it sounds like a professional certification program, which also makes me wonder if this would be accepted outside of Hawaii. If it is a Hawaii specific program, that would explain the State being the sponsor for it as well.

The Ed.S., Educational Specialist, is a degree level between master's and doctorate. Many "school psychologists" have an Ed.S. as their highest degree. The profession "school psychologist" is partly separate from the profession "psychologist."
Incidentally, many on-campus doctorates in psychology also have tuition fully funded. A doctorate in psychology is fairly likely to be funded at a research university, and unlikely to be funded at a freestanding school of psychology, a small university built around a school of psychology, a for-profit, or a highly tuition-driven non-profit. (Examples of those unlikely categories are the Chicago School, Saybrook, Capella, and Alliant respectively.)

Great article clarifying that information. Thank you.
What it looks like to me is the Ed.S is online with some of the Graduate Certificates you can get. Get the GC in Project Management for example, and that will work for most people. For those who are looking for a little more and need that degree box checked, the MS or MA in Project Management would be up next. Then those who want to be the Top of that level would pursue the MBA. Not a perfect analogy, but pretty close.
