I don't know if this has been mentioned, but I was looking at graduate programs and saw that the University of Texas--Permian Basin is offering free tuition to Texas residents seeking their first degree, provided they meet certain criteria. This could be a great deal for a few folks: https://online.utpb.edu/falcon-free/.

If I am reading it right, the Hispanic scholarship is for any US resident, not just Texas.

Looks like you have to either be:
1) a TX resident and make less than $100k (not sure what "family" means in this instance, would a single person be able to get this, or would they adjust if the family size was less than some number?)
2) a Hispanic US Citizen who is applying to specific STEM fields/degrees (and the only online degrees are BS/BAAS in Industrial Technology, or RN to BSN)
The school accepts CLEP but no DSST or ACE that I can see.
You also have to apply and be admitted to the school, and one requirement that I saw for the online degrees is that you need 24cr of RA to be accepted.

It wouldn’t be a fast route, but what would stop a Hispanic who doesn’t want that degree from using the program for free classes to transfer somewhere else?

When do you expect that to be? I'm hoping to start there for their MPA program this fall

For some states now, there are "freebies" because of federal loans and also institutional scholarships. My suggestion is to find out if your state also has something similar as some other states offer this as well. Check for bursaries, fin aid, scholarships, etc that you may be offered at your local colleges/universities. You can always email the schools that you have most interest in and/or check their websites.
