My Personal conclusion: Valid non-academic degree in Spain – little utility for academic or maybe employment in the USA and Canada. I do not have any further need to go opinion shop from other evaluators.
I forgot to ask this: I assume you sent the ENEB transcript. As for diplomas, did you send just the Isabel diploma? Or just the ENEB diploma? Or both? I ask out of curiosity because the information you posted doesn't show WES acknowledging the Isabel diploma like the ECE information Dee12 posted for us does.
I believe he did but WES does not acknowledge validation / certification by other university structures leading WES to evaluate the ENEB degree and transcript as a standalone program. This is still good though as a Master Propio serves an identical purpose in Spain as an unaccredited but legal (state-approved) Masters degree does here in the USA. You can still get jobs in industry with non-accredited degrees but are restricted from most government and academic jobs.

I think they can only be compared based on their purpose. Non-accredited degrees excluding diploma mills have their limitations but they are still legal. The major difference in structure of the propio vs unaccredited is that accredited schools issuing a degree that is unofficial automatically makes it legal in Spain. In the US, a degree is automatically official even if the school is unaccredited provided the school is state approved and legally operating.
ENEB by itself is unaccredited so the degrees will automatically be unaccredited. Also, while the evaluation from WES does not reference Universidad Isabel I, they may have taken it into consideration by framing the evaluation as a legal Masters degree though non-accredited based on the Universidad Isabel I certification as well as the reputation of the school. Otherwise, they would not recognize ENEB for an evaluation.
Just making assumptions but I think my analysis is on point.

What a fascinating mess they're getting themselves into with that. ENEB has been as legitimate as they need be with the UII affiliation and validation, but now setting up (seemingly) a state (Florida) approved, but wholly unaccredited enterprise granting ECTS via distance study in the US seems totally fly-by-night and illegitimate. Too bad.

Every school has to start unaccredited so only over time will we know what this operation is all about. State approval is the first step and a good one. At the moment, they can only offer unaccredited degrees in the U.S., but the upside is that contrary to the ECE evaluation that deemed the ENEB degree as a regionally accredited bachelor's degree (meaning that any school receiving a transfer student and requiring a foreign degree evaluation would likely only accept it as a bachelor's degree and not grant access to a Doctoral program), a state approved school offering a master's in the United States will have their degrees recognized as a master's by any accredited college that accepts unaccredited degrees and there are some out there, more than the schools that do would ever be willing to admit and that number has risen since COVID.
The other advantage is that foreign degree evaluators wouldn't be able to reduce the degree to just credits or graduate diplomas as some are being said to do, since they won't be able to evaluate the Americanized versions. So given the prices ENEB operates with, the biggest advantage would be to use that inexpensive American-based unaccredited degree to enter a Doctoral program, sidestepping the foreign degree evaluation barrier that some evaluators are putting up. The evaluators have reviewed ENEB's programs and they know fully well that they pass the American master's level test, but the prices ENEB charges will always make them keep piling on new criteria because they don't want to open the floodgates to these low-cost programs becoming competitive with programs based in America that cost a mortgage. American schools would incinerate the NACES system if they allowed it.

Well, it looks like there is another issue. According to ENEB, this MCA diploma does not carry it's own transcript. There is no way another school will ever accept that, so I can only assume that ENEB is doing this deal while not being fully aware of how the American education system works. American schools will want to see transcripts. You can't just show up to a school with a diploma and get accepted. Some other countries may allow that, but not in the United States, at least not under normal circumstances.
This would've been a good idea if an MCA transcript was included with it, without it it's just a trophy that you won't be able to do anything with. It's harmless, but it's also practically worthless. They say the promotion is ending on March 31st. They need to cut that today instead of waiting until the 31st, but after that they need to not do that again and work on learning a little more about how the American system operates. I understand they will make some mistakes because they are not from here and don't understand it all, but being in the American market they could wind up making some mistakes that could cause them to get blacklisted by evaluators. They have to tread lightly.
