Not in my experience unless you're in one of the degree programs on Coursera. Your milage may vary.

The Google IT Support Certificate is available through Coursera. It is approved by ACE. TESU gives 3 credits, recommended for up to 12.

For NY, you have to sign up through the NYS website. You must include your phone number, zip code, and region. If you're not from NY, the regions won't make any sense. These things must also match up. You are also affirming that you are unemployed or dislocated in NY when signing up. The Dept of Labor responds to your inquiry.

Just an update. The Department of Labor has approved me to take courses on Coursera for free. I have to go through them for access. And there was a verification process and a penalty under law kind of thing in the agreement.
