The Enrolled Options plan can be used for the BA in Computer Science.

The tuition plan you choose is ultimately going to be based on how many course you would like to take over the course of the year. Why would you not be qualified for the Enrolled Options Plan? It sounds like CP isn't telling you something.

Don't waste time by trying to save time. The only sure way to complete your degree is to knock out credits quickly and efficiently.
Don't let easiness bite you in the rear. Know your endgame (where you want to be) and plan backward from there. Your education is a means to an end.
Be honest professionally, socially and academically. There are people (especially little ones) who look up to you and they're going by your example.
Be proud. Whether you're an Engineer or Fast Food worker, there is honor and dignity in hard work.
Picking on people weaker than you only proves that you are a weak person.

I suspect it's because you need a lot more credits from TESC (or somewhere besides testings -- real classes in other words) for CS. Unlike a Liberal Studies or Business degree, you cannot test out of most required courses (Calc 2, Discrete math/Linear Algebra, Operating systems, Software Engineering, C/C++/Ass. Programming, etc., etc.,)
