As long as there are procedures and processes in place for proctoring, in addition to more safeguards, it'll get harder for students to cheat. Hopefully there will be additional implementation of requirements and maybe a combo of browser lockdown, recorded proctoring, etc, in addition to graders reviewing assignments. Make cheaters jump through a few hoops and it'll weed them out...
