For awhile now there have been 2' x 3' State made signs on many major roads leading into the city that read "TEST SIGN". Below the "TEST SIGN" is a smaller (but not much smaller) sign which will only have one word. The one word sign will be changed out every few days & will say things like "PEOPLE", "SILENT", "BEGIN".
On a few of these roads these signs will very large (4' x 6') and say the same type of things but do include "Department of Transportation Test Sign" with lighted one word messages as mentioned above.
Does anyone have any idea what this is about?

Why not just call your local/state DOT and ask?

It's probably just another way the DOT has found on how to waste our money on useless stuff. You know they have to spend their money somehow by the end of the year so they can get the same budget the following year.
Then again, I could be wrong. :p

I asked someone about those a while back and was told that they aren't normally used, but when DOT gets news of an accident, flooding, heavy rains, or something like that, they'll put the information on those signs to alert drivers.
