If you have drive far, then they might be. I can study for and pass a CLEP faster than I can complete an ACE course.

Totally depends. I took 2 CLEP's and 2 DSST's on the same day, and passed them all. I think I studied for them a max of 2 hours, total, for all 4.
For someone who already has the knowledge to take the exams, CLEP/DSST is the easiest method by far. It's when you don't know the material that you start opting for other methods. Or if going to a testing center is not convenient for you.

Unless you are in an old catalog (2014/15 or so), there is no "business elective" category. So, I think you're talking about the "electives" area underneath the Business Core and AOS - in which case, these are Free Electives.
