I think Ashford might accept up to 90 credits in CLEP/DSST. Still, that's only 75%. Even if a school accepts 90 transfer credits, it could have a much lower limit on CBEs. APUS, for example, limits nontraditional credits to 30 semester hours. I think what you are looking for does not exist outside of the Big 3. Almost every other school has at least a 25% residency requirement. Athabasca University will accept up to 100 transfer credits for its 90-credit bachelor's degree, but they do not accept CBEs.

Athabasca's program will also greatly limit your graduate school options in the US. I'm sure it's a quality program, and even though it's a Canadian institution, it still holds US accreditation. It just doesn't seem very practical for most US students.

There are no colleges you can CLEP out of at 90%.
Even the big 3 require the use of upper level exams/classes.
CLEP is 100 and 200 level. A bachelor's degree requires completion of courses at the 300/400 level too.

The big 3 allow you to use ANY means of legitimate credit toward your course requirements. (transfer, exams, etc.) They have a low residency requirement (1-2 classes taken online with the college). The big 3 are the big 3 because that IS the list. That's a term we use around here to define the top 3 most transfer/test friendly schools in the country. After those 3, you drop down to a requirement of 15 credits or more in residence.

I took it as a slang term that the OP used to mean testing out.
